For all items other than discretionary calories (defined here as calories from solid fat and added sugars), recommended amounts are minimums. The recommendation for discretionary calories is the maximum allowance
  3. bWe were unable to reliably estimate usual intake distributions for dark green vegetables and legumes because so few children consumed these foods. Dark green vegetables and legumes are, however, included in the total vegetables category
